I have a bunch of paper target coupons that correspond with some target mobile coupons and cartwheel discounts. Can I use all of them?

I think you can only use 1 Target coupon and 1 manufacturer coupon. I think you can use the Cartwheel on top of everything.
It doesn't hurt to ask them to scan it!

You can definitely use cartwheel + a target coupon + a manufacturers coupon. I have done this multiple times. You might find one of these blogs useful for tracking target sales & coupon match ups: totally target & all things target. I follow them both on Facebook.
