Costco can have better deals, but the selection is slimmer. For instance, BJ's will have 5 or 6 brands of shampoo while Costco will have 2, maybe 3, 4 tops at one point. So BJ's is like shopping in a regular supermarket in bulk, while Costco is a bit more limited. So if you're brand loyal to certain things, you won't be able to shop at Costco. That being said, I'm always happy with the Costco brand stuff so we barely do any shopping outside of Costco!
